Certain officers were, however, deemed worthy of a higher rank by virtue of long and/or distinguished service but were unable to be granted it due to the lack of vacancy. Accordingly, a Commander-in-Chief was empowered to issue a letter (French word, ‘Brevet&#039;) granting him ‘Brevet&#039; Rank within the Army at large. The first gauge used in India was one of 5&#039; 6&amp;quot; (1676mm), settled upon in the belief that it offered greater stability in the face of Indian weather and the perceived threat of cyclonic winds, and offered economies in freight haulage.&lt;br /&gt;
=====Metre Gauge=====&lt;br /&gt;
In 1868, a decision was taken to permit the introduction of a smaller gauge in order to increase quickly the construction of railways in India.&lt;br /&gt;

Later, two even narrower gauges (2&#039; and 2&#039; 6&amp;quot;) were allowed to be used for feeder lines.&lt;br /&gt;

&lt;div&gt;The continued slow pace and high cost of railway construction during the 1860s convinced the then Viceroy, Sir John Lawrence, that [[metre gauge]] offered significant advantages over [[broad gauge]], such that the speed of laying track could be increased while driving down its cost. Also, that the only way to resolve the lack of risk capital was by direct Government involvement. Thus emerged the concept of the &#039;&#039;&#039;State Railway&#039;&#039;&#039; in the early 1870s - planned, built and run by the Government of India (GOI).&lt;br /&gt;
&lt;br /&gt;
Annual figures for track mileage constuction began to increase but further famines during the late 1870s (which struck at the GOI&#039;s ability to raise taxes) and the cost of the Second Afghan War again highlighted the need for further change. Once more, the British Government in Westminster sought to attract [[:Category:Private Railways|private capital]], and, if that failed, to provide [[:Category:Assisted Railways|direct assistance]]. At the same time, and in an effort to reduce the load on the Imperial budget, the GOI began to encourage the various independent Princely States to come forward with their own [[:Category:Indian States Railways|railway schemes]].&lt;br /&gt;
&lt;br /&gt;
In one sense, all the railways in British India could be said to be &#039;assisted&#039;. From the first experimental lines, the GOI  provided all the land needed for the trackbed once a projected line had been surveyed and agreed to. In return for this concession, the GOI had insisted on a contractual clause allowing the GOI to assume ownership after 25 years. The East Indian Railway&#039;s agreement was due for renewal in 1874 but extended for five years. When it fell due again in 1879, the GOI exercised its option to acquire the line but chose not to pass the operation of the line to the Railway Branch. Instead it caused the EIR to be re-formed as a management company and promptly contracted the new company to operate the EIR. Thus was born the state-owned but privately worked railway which dominated the period 1880-1925.&lt;br /&gt;

&lt;div&gt;From 1862, the Government (both in Calcutta and in Westminster) began to seek the construction of railways in India on terma more favourable (to Government) than those of the original guarantee, and to induce private investors to undertake construction at their own risk and expense. The modified terms available offered land free of cost and an operating subsidy specified for a period of time.&lt;br /&gt;
&lt;br /&gt;
Two companies commenced works under these altered arrangements but the terms proved too onerous and the [[Indian Tramway]] Company paid the ultimate price of liquidation in 1870.  Three years previously, in 1867, the [[Indian Branch Railway]] Company sought assistance from the Government of India (GOI) and was offered a contract with terms similar to (but less generous than) the original [[:Category:Guaranteed Railways|guaranteed companies]]. This new deal became the model for subsequent [[:Category:Assisted Railways|assisted railways]] although it did not stop the GOI from again encouraging the formation of further private railways between 1880-1882.&lt;br /&gt;

Many of these were already owned by government; others, notably those owned by, or operated for the Indian Princely States, were gradually nationalised as the new nation incorporated the latter into the Union.&lt;br /&gt;

The three companies involved were the [[Great Indian Peninsula Railway]], the [[East Indian Railway]] and the [[Madras Railway]] and were characterised by each being a British company, registered in London, privately owned and financed, operating under license and guarantee from the (British) [[Board of Control]] and the EIC.&lt;br /&gt;
&lt;br /&gt;
In 1853, the Governor-General, Dalhousie, who had already acquired experience of railway regulation as President of the (UK) Board of Trade, recommended that a system of arterial trunk lines be rapidly proceeded with. These would connect the interior of each Presidency with its principal port, and the three Presidencies with each other. The proposed routes were:&lt;br /&gt;
*a line from [[Calcutta]] to [[Lahore]];&lt;br /&gt;
*a line from [[Bombay]] to Hindustan or alternatively, a line from Bombay to a point mid-way on the Calcutta-Lahore line;&lt;br /&gt;
*a line from [[Bombay]] to [[Madras]]; and&lt;br /&gt;
*a line from Madras to the Malabar Coast.&lt;br /&gt;
&lt;br /&gt;
These proposals were accepted by the Court of Directors which then began to contract with the three existing companies and with further companies for the delivery of Dalhousie&#039;s vision.&lt;br /&gt;
&lt;br /&gt;
From 1858, authority passed to the Secretary of State for India but by 1862, the Government of India was beginning to question the generosity shown to British investors at the expense of Indian taxpayers. No new lines were promoted under the terms of the original guarantee and every encouragement was given to [[:Category:Private Railways|private investors]] to construct railways at their own risk and cost.&lt;br /&gt;

 Whereas the Publick stands indebted to the United Company of Merchants of &lt;br /&gt;

 Whereas the Publick stands indebted to the United Company of Merchants of &lt;br /&gt;

&lt;div&gt;The Diary of an Indian Cavalry Officer, Pagioda Tree Press, Bath, 2003 is the diary of John Hatfield Brooks who was an officer in this Regiment form 1843 till it was disbanded in 1858. Unfortunately most of the earliest years are missing, so we lack the first hand account of the Maharjpoor Campaign and the Sikh Wars. But the diary is complete from 1849. The diarist  gives a vivid view of cantonment life in pre-Mutiny India, and also sheds light on the annexation of Oude. When the Mutiny broke out in 1857, the Regiment was at Mhow in SW Bengal and Brooks describes in some detail the events there.&lt;br /&gt;
&lt;br /&gt;
The diary continues till 1863, by which time the officers of the Regiment had transferred to the new 1st Bengal European Light Cavalry, which in turn became the 19th Hussars in the Queen&#039;s (ie British) Army.&lt;br /&gt;
