This railway abbreviation NWP&O as given in 1890 Civil List PWD Railways page 42d
North-Western Province and Oudh Province were two separate provinces from 1856 to 1902, when they joined together as United Provinces of Agra and Oudh.

North West Provinces & Oudh Provinces Railway

North-Western Province and Oudh Province were two separate provinces from 1856 to 1902, when they joined together as United Provinces of Agra and Oudh. [1]

The evidence indicates that by 1890 the North West Provinces & Oudh Provinces Railway was an organisational unit under the Public Works Department(PWD) Railways Branch. They appear to be co-ordinating the various railways that ran through the two provinces.
