The Moghal Sarai-Howrah Railway Survey was undertaken from 1889 to 1890 by a team of Engineers from the Public Works Department. [1]
It has not been possible to determine if this plan was adopted either in part, or completely.
The Engineer-in-Chief was Horace Bell who "in February, 1889, was posted in a similar capacity to the Moghal Serai Railway Survey." [2]
