The proposal by the Baroda Durbar had not been commenced at the time of the 1918 Administration Report. [1]
The 1918 Administration Report classified this under Bombay, Baroda and Central India Railway(BB&CIR) who presumably would work the tramway as part of the BB&CIR network.
The project did not progress
